SNO-KING SCHOOL RETIREES BY-LAWS
ARTICLE I – NAME
The name of this association shall be Sno-King School Retirees.
ARTICLE II – PURPOSE
The purpose of this non-profit association is to promote the general welfare of its members, public education and good citizenship by:
Section 1. Promoting the economic, social, and professional status of retired educators;
Section 2. Cooperating with the Washington State School Retirees Association (WSSRA) and National Retired Teachers Associations;
Section 3. Cooperating with the American Association of Retired Persons in helping advance the interests and welfare of all retired persons;
Section 4. Aiding in the advancement of education and helping retired educators maintain identity with their profession;
Section 5. Providing opportunity for meaningful contact with friends and associates and encouraging members to maintain interest and participation in Association, educational, and community affairs;
Section 6. Presenting the image of aging as one of dignity, independence, and purpose;
Section 7. Encouraging active educators to prepare for retirement.
ARTICLE III – MEMBERSHIP
Section 1. Active membership shall be open to any active, retired, or former school district employee, employee of higher education institutions, and spouses who are not otherwise eligible for active membership.
Section 2. Associate membership shall be open to any interested person approved for membership by the Executive Board. Associate members shall have all rights and privileges of membership except the right to vote, hold office, or represent the unit.
ARTICLE IV – MEETINGS
A minimum of five events per year will be held on a schedule as recommended by the President and approved by the Executive Board.
ARTICLE V – OFFICERS
A. The Officers shall be: President(s), President(s)-elect, Secretary and Treasurer and Immediate Past President(s).
Section 1. The term of office shall be one year.
Section 2. The Officers shall form the Executive Committee.
B. Duties of the Officers
Section 1. The President(s) shall:
` preside at all meetings.
designate all committees and appoint, with the approval of the executive board the chairs.
be an ex-officio member of all committees. (except the nominating and audit committees.)
call special meetings of one or more committees when necessary.
appoint Ad Hoc committees when necessary.
make an annual report to the state association.
perform all other duties usually prescribed for this office.
Section 2. The President(s)-Elect shall:
act for the president at his or her request or in his/her absence.
assist the president in all responsibilities.
Section 3. The Secretary shall:
keep an accurate record of the proceedings of the Executive Board and association business meetings and submit copies of the minutes to the executive board.
have charge of such correspondence as delegated by the president.
maintain a permanent file of all minutes and a copy of the Unit By-Laws.
Section 4. The Treasurer shall:
prepare the annual budget.
collect and record the receipt of dues.
pay all bills submitted with the appropriate form.
keep a proper set of books.
keep an accurate membership record. or
Section 5. The Immediate Past President(s) shall:
assist the president with advice and counsel as requested.
ARTICLE VI – EXECUTIVE BOARD
Section 1. The Executive Board shall be composed of the officers, committee chairs and others appointed with the Board’s approval.
Section 2. The Executive Board shall:
have emergency power to act between meetings if necessary.
adopt an annual budget subject to approval by the membership.
provide for audit and control of funds as necessary to assure their safekeeping and complete accounting.
perform other such duties as may be expedient or necessary.
Section 3. The Executive Board shall meet monthly unless otherwise determined.
Section 4. Special meetings may be called by the President or the request of three (3) board members.
Section 5. One-third (1/3) of the Executive Board shall constitute a quorum to do business.
ARTICLE VII – ELECTIONS
Section 1. The Nominating Committee shall be appointed by the Executive Board.
Section 2. A slate of proposed officers shall be presented to the membeship prior to election.
Section 3. Officers shall be elected for a one year term by a majority of those present at the final general meeting. Their term will begin July 1.
Section 4. Any vacancies in office shall be filled by the Executive Board.
ARTICLE VIII - COMMITTEES
A. STANDING COMMITTEES AND DUTIES:
1. The Nominating Committeee shall be appointed by the Executive Board.
2. Community Service Committee shall provide opportunities for community involvement of members.
3. Education Committee shall support active members, which may include grants for their classroom activities.
4. Health Services Committee shall provide information to members regarding health related concerns.
5. Hospitality Committee shall provide appropriate hospitality at all functions.
6. Legislative Committee shall facilitate member involvement in legislative activities.
7. Member Services Committee shall provide opportunities for Association sponsored activities and information important to members’ well-being.
8. Membership Expansion Committee shall strive to increase membership through the recruitment of retirees and actives and the retention of current members.
9. Program Committee shall plan and provide interesting and informative programs at each meeting.
10. Publications Committee shall be responsible for the editing, printing and distribution of the Bulletin and Directory.
11. Retirement Planning Committee shall provide information to current school employees to assist them in planning for successful retirement.
12. Scholarship Committee shall recruit student candidates and select recipients. Recipients must be High School seniors planning careers in education. The Committee will report criteria, selection methods, and number of applicants from each district to the Executive Board.
13. The Scholarship Finance Committee shall oversee investing available funds from the Winnie Smith Memorial Fund in appropriate, safe financial instruments to ensure growth and security. The Scholarship Finance Committee shall report annually to the Sno-King School Retirees Executive Board.
14. The Sunshine Committee shall contact our ill shut-in and bereaved members.
15. Telephone Committee shall be responsible for contacting members regarding specific purposes

B. Ad Hoc Committees and Duties
1. Audit Committee shall conduct an audit when requested by the President (s) or three (3) members of the Executive Board.
2. Nominating Committee shall present nominees for office.
ARTICLE IX – AFFILIATION
This organization shall always be an affiliated member of the Washington State School Retirees Association and with the National Retired Teachers Association, a division of the American Association of Retired Persons.
ARTICLE X – DELEGATES
Delegates and alternates to the WSSRA Delegate Assembly shall be selected at the April meeting in the number provided for in the WSSRA Constitution. The president and president-elect shall be delegates. Executive Board members who are available to attend shall have first priority to serve as delegates. Additional delegates shall be selected to complete the assembly roster. Local Unit members are encouraged to attend the Delegate Assembly to enhance their knowledge of WSSRA
ARTICLE XI – PARLIAMENTARY AUTHORITY
Roberts Rules of Order (Revised) shall apply to the conduct of the meetings of this association insofar as they are applicable to and not inconsistent with these By-Laws.
ARTICLE XII – QUORUM
Five percent (5%) of the retired members of the Unit shall constitute a quorum to do business.
ARTICLE XIII – DUES
Section 1. Active members–The dues of active members shall be determined by WSSRA. The dues year shall begin on July 1 and extend to the following June 30. Dues shall be due and payable on or before the beginning of the dues year.
Section 2. Associate members–Associate dues shall be one-half (1/2) the active dues, rounded to the nearest dollar. Spouse dues shall be one-sixth (1/6) of active dues, rounded to the nearest dollar.
ARTICLE XIV – AMENDMENTS
Amendments to the By-Laws may be amended by majority vote of membership present at any regular meeting following publication in the SKSR Bulletin.

BYLAWS
ARTICLE I
Name, Composition, and Officers
The name of the Fund is called the Sno-King School Retirees Scholarship Fund and is composed of two funds: The Annual Sno-King School Retirees Scholarship Fund and the Winnie Smith Memorial Fund. The Sno-King School Retirees Executive Board shall constitute the Board of Trustees.
ARTICLE II
Purpose of Funds
The purpose of the Sno-King School Retirees Annual Scholarship Fund is to provide financial assistance to graduating seniors from Edmonds, Northshore, and/or ShorelineSchool Districts who are planning a career in education and who meet the criteria. The purpose of the Winnie Smith Memorial Fund is to grant renewable scholarships to Sno-King School Retirees Annual Scholarship Fund recipients, provided that they meet the criteria.
ARTICLE III
Annual Income Sources and Distribution for Each Fund
A.
Sno-King
School
Retirees Annual Scholarship Fund: This fund derives its income from contributions, memorials, fund-raising activities, and investments. The Sno-King School Retirees Scholarship Committee shall provide for the selection of candidates and management of these scholarships. Distribution of these funds shall be decided by the Board of Trustees. Each scholarship is for one year.
B.
The Winnie Smith Memorial Fund derives its funds from the original investments, income sources, and interest received from the estate of Winnie Smith. The Scholarship Finance Committee will monitor and invest available funds in appropriate and safe financial instruments to ensure growth and security. The Sno King School Retirees Scholarship Committee shall provide for the selection of candidates and management of these scholarships. Distribution of these funds shall be decided by the Board of Trustees.
ARTICLE IV
Amendments
The By-Laws may be amended by the majority vote of the membership present at any regular or special meeting of the Sno-King School Retirees Association.
